Your role

Allianz Partners is looking for a Business Continuity & Health and Safety Officer to join our Operations team in Romania as an individual contributor covering a uniquely broad and impactful scope. You will own the full Protection & Resilience (P&R) framework locally, spanning Business Continuity, Crisis Management, Emergency Response, Incident Management, Protective Security, and Third-Party Risk Management, while simultaneously serving as the designated Occupational Health & Safety (OHS) Officer for the site. This is a dual-function, high-visibility role that places you at the intersection of operational resilience and people safety, with direct reporting lines into both the Regional P&R Lead for Europe and the Global OHS Coordinator.

This role requires hybrid presence in the office in Bucharest and occasional travel to the office in Timisoara.

 

What You'll Do

 

Business Continuity Management

  • Lead the end-to-end BCM lifecycle, including Business Impact Analysis (BIA), Business Continuity Plans (BCP), scenario testing, and exercises
  • Ensure BCPs are complete, realistic, and regularly maintained; coordinate annual BCM governance cycles and approvals
  • Drive continuous improvement based on testing outcomes, incidents, and stakeholder feedback
  • Work effectively in an environment shaped by artificial intelligence (AI), machine learning, data analytics and cloud-based tools, using insight responsibly and in line with our standards for data governance, security and ethical use.

Crisis Management

  • Maintain and enhance the Crisis Management framework and support Crisis Management Team (CMT) setup and governance
  • Organize crisis simulations and executive-level exercises
  • Provide structured coordination, escalation support, and communication during active crises; capture lessons learned and drive improvements

Emergency Response Management

  • Define and maintain emergency response procedures covering life safety, evacuation, and site incidents
  • Coordinate with HR, Facilities, and Security providers; organize drills and awareness sessions
  • Maintain up-to-date emergency contacts and escalation protocols

Global Incident Management

  • Act as the local focal point for incident identification, escalation, and cross-functional coordination (IT, Operations, Security, Vendors)
  • Ensure timely reporting into global processes and tools; track the full incident lifecycle through to closure and remediation
  • Produce incident reports and maintain KPI tracking

Protective Security Management

  • Coordinate the implementation of protective security measures including physical security, personnel safety, and site access controls
  • Liaise with Group Security and local stakeholders; support risk assessments related to threats, travel, and workplace risks
  • Promote security awareness across the organization

Third-Party Risk Management & Outsourcing

  • Steer and monitor outsourcing and third-party risk management (TPRM) activities across the Business Unit
  • Oversee the full third-party governance lifecycle, from onboarding and due diligence through review, remediation, and exit
  • Conduct third-party risk assessments covering operational, regulatory, information security, data protection, and resilience risks
  • Ensure quality, completeness, and reliability of outsourcing and third-party data and repositories
  • Drive adoption and continuous enhancement of outsourcing and TPRM tools among local stakeholders

Occupational Health & Safety (OHS)

  • Assess all work-related hazards and risks, including baseline risk assessments, job-specific assessments, contractor management, and psychosocial risk analysis
  • Implement control measures to eliminate or mitigate potential hazards and lead associated action plans
  • Maintain a full OHS training plan to ensure compliance and competence across all areas of OHS awareness and emergency response teams
  • Serve as the primary point of contact for all OHS-related incidents, investigations, and record-keeping
  • Lead the local OHS Committee as secretary, reviewing KPIs, agreeing action plans, and identifying areas for improvement
  • Schedule OHS training for new employees and ensure periodic refresher training is delivered
  • Maintain and update all Health & Safety documentation, ensuring timely delivery to relevant authorities
  • Collaborate with HR to support fitness-to-work processes, scheduling, and workplace adaptation requirements
  • Serve as the designated person for emergency situations, including evacuation coordination and fire alarm procedures
  • Provide on-site first response and coordination in the event of work-related or non-work-related accidents, including first aid assistance and incident reporting
  • Participate in event investigations in accordance with GD 1425/2006 (Art. 108–177)

Stakeholder Management

  • Act as the central coordination point between Global P&R, BCM, CM, ERM, PSM, GIM, and TPRM functions and local business owners, Risk & Compliance, IT/ISO, HR, Facilities, Security, and third-party providers
  • Build and animate a local resilience and safety community; promote awareness, engagement, and best practice sharing across the organization

 

 

What You'll Bring

 

  • A degree in Risk Management, Internal Control, Operations, Security, Business Operations, Health & Safety, or a related field
  • 5+ years of experience in operational resilience, business continuity, occupational health & safety, or a closely related discipline
  • OHS certification obtained through a local Romanian provider, mandatory; additional international accreditation (IOSH, NEBOSH IGC or Diploma) is strongly preferred
  • Strong knowledge of operational resilience frameworks and workplace safety practices, including BCM, crisis management, and emergency response
  • Experience leading the implementation of OHS management systems and managing OHS compliance in a multi-function environment
  • Solid understanding of third-party risk management and outsourcing governance principles and regulatory expectations
  • Strong stakeholder management and coordination skills
  • Proven ability to manage crisis situations and high-pressure scenarios with composure and structured thinking
  • Analytical and problem-solving mindset, with a structured, process-driven approach to documentation, reporting, and continuous improvement
  • Clear and effective communication skills, both written and verbal, including the ability to present to senior stakeholders
  • Proficiency in English - required for global reporting lines and cross-functional collaboration; Romanian proficiency required for local OHS compliance and authority submissions
  • Familiarity with relevant standards and frameworks such as ISO 22301, CBCI, or equivalent BCM/resilience certifications is an advantage
  • Comfort working with digital tools and platforms; experience with AI-assisted risk management, incident tracking, or GRC tools is a plus
