Delivery Manager (Technical Lead)

Role Purpose
The Delivery Manager is the technical authority for a product or platform team within Allianz Technology. This role combines hands-on software engineering with architectural decision-making and technical mentorship, ensuring that solutions are scalable, secure, maintainable, and aligned with the Allianz Group Architecture Blueprint. Operating within every framework - Delivery Manager drives engineering excellence from design through deployment, working closely with Product Owners, Architects, and Operations to deliver high-quality, production-ready IT services in accordance with ITIL v4 Software Development & Management practice.
Key Responsibilities

Own the technical vision and architectural decisions for the assigned product, platform, or service, ensuring alignment with Allianz Enterprise Architecture standards, security policies, and cloud strategy (Azure/AWS).

Support and mentor a squad of software engineers (onshore/offshore), conducting code reviews, pair programming, and technical coaching to elevate team capabilities.

Define and enforce coding standards, design patterns, branching strategies, and documentation practices; serve as the final escalation point for technical disputes.

Translate business requirements and epics into technical designs, solution architectures, and implementation plans in collaboration with Product Owners and Solution Architects.

Actively contribute to hands-on development (minimum 40% coding time), maintaining deep technical credibility across the team’s technology stack (e.g., Java/Spring Boot, Angular/React, Python, Microservices, API-first design).

Design and implement CI/CD pipelines, automated build/test/deploy processes, and infrastructure-as-code (IaC) to support DevOps practices and accelerate delivery velocity.

Ensure non-functional requirements (performance, scalability, resilience, security, observability) are embedded in design and validated before production deployment.

Collaborate with Release Management and Change Enablement to ensure smooth, low-risk deployments; participate in CAB reviews for high-impact changes.

Manage technical debt backlog: identify, quantify, prioritise, and systematically address architectural and code-level debt in alignment with Product Owner priorities.

Conduct and participate in architecture reviews, threat modelling, and security assessments; ensure compliance with Allianz Information Security policies and OWASP best practices.

Contribute to incident resolution as Tier 3 support, performing root cause analysis and implementing permanent fixes in alignment with Problem Management.

Drive continual improvement through engineering metrics (deployment frequency, lead time, change failure rate, MTTR), retrospectives, and community of practice participation.
Required Qualifications & Experience

Bachelor’s or Master’s degree in Computer Science, Software Engineering, or equivalent professional experience.

7+ years of software development experience, including 3+ years in a Tech Lead, Principal Engineer, or Staff Engineer role within enterprise-scale environments.

Deep expertise in at least two of: Java/Kotlin, Python, TypeScript/JavaScript, C#/.NET, with full-stack delivery capability.

Strong experience with cloud-native architecture (Azure preferred, AWS acceptable): containerisation (Docker, Kubernetes), serverless, event-driven architectures, and PaaS/SaaS integration.

Demonstrated track record with CI/CD tooling (Jenkins, GitLab CI, Azure DevOps, GitHub Actions) and infrastructure-as-code (Terraform, Pulumi, ARM/Bicep).

ITIL v4 Foundation certification required; experience with ITIL Change Enablement, Release Management, and Deployment Management practices.

Professional certifications valued: Azure Solutions Architect, AWS Solutions Architect, Certified Kubernetes Administrator (CKA), or equivalent.

Experience in insurance, banking, or financial services IT is strongly preferred; familiarity with regulatory requirements (Solvency II, DORA, GDPR) is a plus.

Strong Agile/SAFe experience (CSM, PSM, or SAFe Agilist preferred); comfortable facilitating sprint ceremonies and backlog refinement.

Excellent communication skills; ability to articulate complex technical concepts to non-technical stakeholders and senior leadership.
