The Opportunity
We are hiring a Procurement Specialist to join our Operations Team at Allianz. You'll manage end-to-end procurement processes, develop sourcing strategies, and ensure compliance with Irish regulatory requirements. Your role will involve vendor risk management, contract negotiation, and performance tracking. Collaborate with cross-functional teams to enhance operational resilience and support governance activities.
This is a flexible hybrid working role, working from Allianz’s office in Elmpark, Dublin 4.
Key Responsibilities:
1. Strategic Procurement & Sourcing
- Lead end-to-end procurement processes (RFI, RFP, RFQ, negotiation, contract award).
- Develop sourcing strategies aligned to business objectives and regulatory obligations.
- Deliver cost optimisation and value generation across key spend categories based on regular spend reviews.
- Conduct supplier market analysis and benchmarking.
- Support the management of project pipeline.
2. Vendor & Third-Party Risk Management (Irish Regulatory Focus)
- Support and develop the implementation and maintenance of the company’s Third-Party Risk Management Framework.
- Identify and assess critical or important outsourcing arrangements in line with:
- Central Bank of Ireland Outsourcing Requirements
- EIOPA Guidelines on Outsourcing
- DORA requirements
- Support vendor due diligence, including:
- Financial stability assessments
- Information security reviews
- Data protection compliance (GDPR)
- Business continuity and disaster recovery capabilities
- Concentration risk analysis
- Maintain and update the Outsourcing Register.
- Support CBI notification requirements for critical or important outsourcing.
- Support the monitoring of ongoing vendor performance, risk indicators, and compliance obligations.
- Participate in periodic vendor reviews and risk reassessments.
3. DORA Compliance & Operational Resilience
- Support the implementation of DORA requirements relating to ICT third-party risk.
- Ensure ICT service providers meet DORA resilience standards.
- Collaborate with IT, Risk, and Compliance to:
- Assess ICT criticality
- Document resilience testing requirements
- Ensure contractual alignment with DORA provisions
- Assist in mapping ICT third-party dependencies.
- Support regulatory reporting and incident coordination where third-party providers are involved.
4. Contract & Performance Management
- Support the negotiation of commercial contracts, SLAs, and KPIs.
- Track vendor performance metrics and service delivery standards.
- Manage contract renewals, renegotiations, and exit processes.
- Drive performance improvement plans where required.
5. Governance & Stakeholder Engagement
- Work closely with all functions within the business to support both Procurement and Third-Party Risk Management.
- Prepare documentation for governance committees (Outsourcing Committee / Risk Committee).
- Support internal and regulatory audits relating to outsourcing and vendor oversight.
Key Requirements / Skills & Experience
Essential:
- Bachelor’s degree in Business, Finance, Supply Chain, Risk, or related field.
- 4–6 years’ experience in procurement, vendor management, or third-party risk within:
- Insurance
- Financial services
- Regulated Irish environment
- Strong understanding of:
- Central Bank of Ireland Outsourcing Requirements
- EIOPA Outsourcing Guidelines
- DORA (ICT third-party risk focus)
- GDPR in outsourcing contexts
- Experience maintaining outsourcing registers and conducting vendor due diligence.
- Risk or compliance exposure highly advantageous.
- Demonstrated experience in process or procedural improvement within a regulated environment.
- Taking Ownership of tasks and collaboratively working with different of the organisation to overcome obstacles.
- Strong commercial negotiation capability.
- Regulatory awareness and governance mindset.
- Excellent stakeholder management skills.
- Analytical with strong risk assessment capability.
- High attention to detail and documentation standards.
- Ability to balance commercial outcomes with regulatory obligations.
Desirable:
- CIPS qualification or working towards desirable.
- Experience in ICT vendor management.
- Familiarity with operational resilience frameworks.
- Experience supporting CBI regulatory inspections.
- Knowledge of Solvency II governance requirements.
