The Chapter Lead — Project Management is responsible for leading and managing a large project management pool of approximately 50 FTE within the CIO unit of the CTO area of Allianz Partners. This strategic leadership role oversees the delivery of IT projects across the organization, ensuring alignment with business objectives and IT transformation initiatives.
Operating within a fully agile demand and delivery model, the Chapter Lead — Project Management ensures optimal allocation of project managers based on varying IT project needs. This role serves as the bridge between the Lines of Business and IT, ensuring strategic planning and operational execution, fostering excellence in project delivery, iterative improvements, and team capability development.
What you will do
STRATEGIC LEADERSHIP & VISION
- Define and implement the strategic direction for the PM function within CTO
- Champion best practices in project management and agile methodologies
- Represent PM function in senior leadership forums and drive continuous improvement
PEOPLE LEADERSHIP & DEVELOPMENT
- Lead, inspire, and develop a large team of project managers
- Build a high-performing PM community with clear career paths and development opportunities
- Foster a culture of collaboration, accountability, and continuous learning
- Drive succession planning, talent retention, and champion diversity & inclusion
AGILE DEMAND & DELIVERY MODEL
- Implement and optimize agile demand and delivery model for PM resource allocation
- Manage resource utilization, balancing demand and capacity across the IT projects
- Establish governance for resource allocation, prioritization, and escalation
- Enable flexible, scalable resource deployment across multiple work streams
PORTFOLIO & PROJECT DELIVERY
- Oversee IT project delivery, ensuring alignment with strategic objectives
- Ensure projects are delivered on time, within budget, and to quality standards in close alignment with IT PPM function
- Establish and maintain Project Management governance frameworks, standards, and best practices
- Monitor project health, risks, and issues; enable transparent stakeholder reporting
STAKEHOLDER ENGAGEMENT & RELATIONSHIP MANAGEMENT
- Build and maintain strong relationships with CxO stakeholders, business leaders, and delivery partners
- Partner with IT delivery teams, architecture, operations, and manage external vendor relationships
- Act as trusted advisor on project delivery matters
GOVERNANCE, STANDARDS & PROCESS EXCELLENCE
- Define, implement, and maintain PM standards, methodologies, and governance frameworks
- Drive adoption of tools, templates, and best practices across the PM community
- Manage change control, risk management, and issue resolution processes
FINANCIAL & BUDGET MANAGEMENT
- Manage PM function budget and oversee project financials across the projects
- Provide financial reporting and forecasting; optimize resource costs
- Support business case development and benefits realization tracking
TRANSFORMATION & CHANGE LEADERSHIP
- Champion organizational change and transformation initiatives
- Drive cultural change toward agile, collaborative ways of working
- Lead adoption of new technologies, tools, and delivery approaches
What you will bring
- Multi-Year experience in Project/Programme Management, at least 5+ years leading large PM teams.
- Proven ability in Demand Management, Benefit realisation, budget tracking, IT cost management.
- Proven experience implementing agile at scale (SAFe, LeSS, or similar frameworks); leading organizational transformation
- Proven ability to manage large resource pools, optimize capacity allocation across multiple projects/programmes
- Experience managing IT project governance, and standards; strong financial acumen; managing multi-million budgets, forecasting, cost optimization, benefits realization
