Role Overview

The Program Manager is responsible for leading and orchestrating complex, multi-workstream programs that deliver strategic business outcomes. This role ensures alignment across projects, manages dependencies, drives stakeholder engagement, and maintains governance while balancing scope, schedule, budget, and quality. The Program Manager acts as a strategic partner to business and technology leaders, ensuring programs deliver value, meet objectives, and drive organizational transformation.

Experience

  • 12+ years in program management, project management, or IT delivery.
  • 7+ years leading large-scale, multi-project programs across distributed/global environments.
  • Strong stakeholder management across executive leadership, business units, technology teams, and vendor ecosystems.
  • Proven experience in Agile/SAFe/Waterfall methodologies and hybrid delivery models.
  • Hands-on experience with program governance, portfolio management, and change management.
  • Expert in leading cross-functional teams across multiple locations and conducting performance management.
  • Track record of delivering complex transformation programs with measurable business impact.

Key Responsibilities

  • Program Strategy & Planning
  • Define program vision, objectives, and success criteria aligned with business strategy and OKRs.
  • Develop comprehensive program roadmaps, work breakdown structures, and delivery timelines.
  • Establish program governance frameworks including steering committees, decision-making processes, and escalation paths.
  • Conduct program assessments, feasibility studies, and business case development.
  • Align program priorities with enterprise architecture, technology roadmaps, and strategic initiatives.

Program Execution & Delivery

  • Oversee end-to-end program execution across multiple projects, workstreams, and delivery teams.
  • Manage interdependencies, integration points, and cross-project synchronization.
  • Drive milestone tracking, phase-gate reviews, and delivery checkpoint governance.
  • Ensure quality assurance, acceptance criteria validation, and deliverable sign-offs.
  • Manage program risks, issues, and changes with proactive mitigation strategies.
  • Coordinate release planning, deployment strategies, and go-live readiness.

Stakeholder & Executive Management

  • Act as primary liaison between executive sponsors, business leaders, and delivery teams.
  • Conduct executive steering committee meetings, program reviews, and status reporting.
  • Manage stakeholder expectations, communication plans, and engagement strategies.
  • Present program dashboards, health reports, and business value realization to leadership.
  • Build consensus and alignment across diverse stakeholder groups with competing priorities.
  • Manage change impact and organizational readiness for program outcomes.

Financial & Resource Governance

  • Own program budgets, financial forecasting, cost tracking, and variance analysis.
  • Manage resource allocation across projects, including capacity planning and skill requirements.
  • Oversee vendor management, contract negotiations, and third-party delivery oversight.
  • Drive cost optimization through efficient resource utilization and process improvements.
  • Track ROI, business value realization, and benefits management throughout program lifecycle.

People Leadership & Team Management

  • Build and lead high-performing program teams including project managers, business analysts, and delivery leads.
  • Conduct performance management, coaching, mentoring, and career development.
  • Foster collaborative culture focused on accountability, transparency, and continuous improvement.
  • Manage conflict resolution, team dynamics, and cross-functional collaboration.
  • Drive capability building through training, knowledge sharing, and best practice adoption.

Governance, Risk & Compliance

  • Establish program governance with KPIs, OKRs, RAID logs, and decision registers.
  • Ensure compliance with organizational policies, security standards, and regulatory requirements.
  • Maintain audit-ready documentation including program charters, plans, and status reports.
  • Conduct risk assessments, issue management, and dependency tracking.
  • Implement quality gates, stage-gate reviews, and governance checkpoints.
  • Drive lessons learned, retrospectives, and continuous improvement initiatives.

Change & Transformation Management

  • Lead organizational change management activities including impact assessments and readiness planning.
  • Develop communication strategies, training plans, and adoption roadmaps.
  • Manage business transformation initiatives and process re-engineering efforts.
  • Drive stakeholder buy-in and cultural change for program success.
  • Ensure smooth transition from program delivery to business-as-usual operations.

Innovation & Continuous Improvement

  • Champion innovation, emerging technologies, and modern delivery practices.
  • Leverage AI/automation tools for program planning, tracking, and reporting.
  • Drive process standardization, reusability, and operational excellence.
  • Implement program management best practices and maturity frameworks.
  • Foster learning culture with knowledge management and capability development.

Education & Certifications

  • Bachelor's degree in Computer Science, Engineering.
  • PMP — Required; PgMP — Preferred; SAFe — Preferred; ITIL; Agile certifications.
